Vanuatu National Provident Fund (VNPF) took a decisive step with a vision to strengthen access to quality healthcare for its members and the wider community by establishing Healthcare Vanuatu Ltd. (HVL) and National Insurance Services Vanuatu Ltd. (NISVL), a subsidiary of Vanuatu National Provident Fund (VNPF). HVL was created to deliver sustainable healthcare pathways for both VNPF members, non-members and wider patients crossing borders.

Following a rigorous fact-finding process and interview panels involving VNPF Board executives and the Ministry of Health Vanuatu, Medican Service Company was shortlisted & selected in 2025 as HVL’s Joint Venture healthcare partner. This partnership enables structured patient referral pathways at reduced costs, delivering significant savings while providing end-to-end medical solutions at internationally accredited multispecialty hospitals with American and National Accreditations access made available exclusively to Ni-Vans patients through HVL.

Medican Service Company has more than 17 years of operational experience, with a global presence across Fiji, India (within multiple hospital campuses), Dubai, New Zealand, and the United States. The organisation manages patients worldwide, with a strong referral flow across the Pacific region, extending to Micronesia.

In the final quarter of 2025, HVL successfully completed its first pilot international referral, enabling a NiVan patient to undergo robotic heart surgery at Fortis Escorts Heart Institute (FEHI) in New Delhi, India. This pathway delivered cost savings of approximately USD 5,000–6,000 (VUV 600,000–700,000) compared to alternative providers. Since then, HVL has commenced international referrals for specialized treatments, with patients already travelling under this programme and achieving positive clinical outcomes.
