Vanuatu National Provident Fund (VNPF) took a decisive step with a vision to strengthen access to quality healthcare for its members and the wider community by establishing Healthcare Vanuatu Ltd. (HVL) and National Insurance Services Vanuatu Ltd. (NISVL), a subsidiary of Vanuatu National Provident Fund (VNPF). HVL was created to deliver sustainable healthcare pathways for both VNPF members, non-members and wider patients crossing borders.

May 2026 Onwards
In the second quarter of 2026, HVL will establish in Port Vila

This phase also includes the implementation of a digital patient record system where patients will be able to access their medical records & diagnostic reports digitally enabling cashless admissions, secure access to laboratory results and medical summaries and integration with a hospital patient management information system. Daily access to specialist consultations across multiple disciplines will strengthen local clinical capacity, create employment opportunities for Ni-Vans clinicians and support skills transfer.
July 2026 Onwards
During the third quarter of 2026, HVL will establish advanced CARDIAC SERVICES through the establishment of a catheterisation laboratory (Cath Lab), enabling complex procedures that are not available in Vanuatu such as Angiogram, Angioplasty, ASD/VSD closures (hole in the heart) & RHD cases without open-chest surgery.
2027-2028
By the final quarter of 2028, HVL envisions the development of a fully operational, internationally accredited multispecialty hospital in Port Vila. The facility will initially comprise 250 beds, (with future expansion to 600 beds), will offer a comprehensive range of medical, invasive and non‑invasive surgical services. Planned capabilities include LINAC radiation therapy for cancer treatment, MRI, CT imaging and collaboration with College of American Pathologists‑aligned diagnostic laboratories. This development will significantly reduce the need for patients to travel overseas for care.
